Alyssa's Law
What Schools Need to Know About School Panic Alert Systems
Student Safety Isn't a Nice-to-Have. It's a Must Have.
Illinois has taken an important step toward strengthening school safety with the passage of Alyssa's Law (HB 5107). The legislation, called Alyssa’s Law, encourages school districts and private schools to evaluate how mobile panic alert systems and integrated emergency communication technologies can improve response times during critical incidents and better coordinate with first responders. Under the law, schools are expected to consider mobile panic alert systems as part of their emergency and crisis response planning, while state agencies develop standards and guidance for implementation.
Illinois' version of Alyssa's Law recognizes that every school is different. Instead of prescribing a single technology solution, it encourages school districts to evaluate their emergency communication capabilities and implement strategies that strengthen campus safety and emergency response.
For school leaders throughout Chicagoland, the Fox Valley, Rockford, Kankakee, and Northern Illinois, the passage of Alyssa's Law presents an opportunity to ask an important question:
Is Your School Prepared?
Many schools already have pieces of the puzzle in place, such as intercom systems, IP paging, classroom phones, access control, video surveillance, or emergency notification software. The challenge is determining whether those systems work together to support a coordinated emergency response.
That's where Renaissance Communication Systems comes in.
For more than 25 years, Renaissance Communication Systems has partnered with K-12 schools throughout Northern Illinois to design, install, integrate, and maintain reliable communication and life safety systems. Rather than promoting a single manufacturer's solution, we evaluate your existing infrastructure, identify opportunities for improvement, recommend technologies that fit your district's needs and budget, and seamlessly integrate them into one comprehensive emergency communication strategy.
Whether your district is just beginning to explore Alyssa's Law or wants to strengthen existing emergency communication capabilities, Renaissance serves as your trusted partner, from consultation and system design to installation, training, and ongoing support.
Because when it comes to protecting students and staff, every second matters.
Alyssa's Law is school safety legislation designed to improve emergency response during life-threatening situations by encouraging schools to implement mobile panic alert systems and other emergency communication technologies that help connect school staff with first responders as quickly as possible.
The law is named in memory of Alyssa Alhadeff, a 14-year-old student who was among the 17 victims killed during the 2018 shooting at Marjory Stoneman Douglas High School in Parkland, Florida. Following the tragedy, Alyssa's parents founded the nonprofit Make Our Schools Safe to advocate forf stronger school safety measures, including silent panic alert systems that enable staff to immediately notify law enforcement and emergency personnel during a crisis.
Since then, multiple states have adopted versions of Alyssa's Law, recognizing that rapid communication can significantly improve emergency response times and help protect students, teachers, and staff during critical incidents.
At its core, Alyssa's Law is about one simple idea:
When every second matters, schools need the ability to communicate instantly.
Has Illinois Passed Alyssa's Law?
Almost. House Bill 5107 passed both houses (Illinois Senate and House) in May 2026, and is expected to receive the Governor’s signature in the coming days. Illinois will then become one of the growing number of states to pass Alyssa's Law with the approval of House Bill 5107.
The Illinois legislation encourages schools to evaluate the role of mobile panic alert systems within their existing emergency operations and crisis response plans. Rather than requiring schools to purchase a specific manufacturer's solution or replace existing technology, the law recognizes the importance of giving school personnel the ability to quickly communicate with administrators, law enforcement, fire departments, EMS, and other first responders during an emergency.
For many school districts throughout Chicagoland, Kane County, DuPage County, Cook County, Lake County, McHenry County, Will County, Kendall County, DeKalb County, Boone County, Winnebago County, Kankakee County, and communities across Northern Illinois, Alyssa's Law provides an opportunity to take a fresh look at existing emergency communication capabilities and determine whether current systems support today's school safety best practices.

What Illinois Schools Should Know
One of the biggest misconceptions surrounding Alyssa's Law is that every school must immediately purchase a new panic button system.
That isn't what Illinois' legislation says.
Instead, Alyssa's Law encourages schools to evaluate their emergency communication capabilities and consider how mobile panic alert systems and integrated technologies can strengthen emergency response, improve communication, and better coordinate with first responders during critical incidents.
For many districts, the conversation isn't about starting over.
It's about understanding what technology is already in place and identifying opportunities to strengthen communication through thoughtful planning, system integration, and strategic upgrades.
That's why many Illinois school districts are choosing to begin with a comprehensive assessment of their current emergency communication systems before making technology decisions.
As a trusted school safety technology partner serving Northern Illinois for more than 25 years, Renaissance Communication Systems helps school leaders navigate that process with confidence. Our experienced team evaluates existing infrastructure, identifies opportunities for improvement, recommends solutions tailored to your district's needs, and ensures all systems work together seamlessly when they're needed most.
What Is a Mobile Panic Alert System?
A mobile panic alert system is an emergency communication solution that enables authorized school personnel to quickly and discreetly notify administrators, security personnel, and first responders when a critical incident occurs.
Unlike a traditional fire alarm or public announcement system, a mobile panic alert system is designed to initiate rapid communication without requiring staff to make a phone call or leave the scene of an emergency. With the push of a button — or the activation of an approved mobile application or wearable device — alerts can be sent within seconds to designated personnel, helping schools respond more quickly and coordinate emergency actions.
Depending on a school's needs, a mobile panic alert system may include:
-
Wearable panic buttons
-
Mobile phone applications
-
Desktop panic buttons
-
Wall-mounted activation devices
-
Classroom phones with emergency notification capabilities
-
Administrative consoles
-
Integrated emergency notification software
Many modern systems can also share critical information such as the location of the emergency, initiate predefined response procedures, and notify multiple individuals or agencies simultaneously.

A Mobile Panic Alert System Is Most Effective When It's Connected
One of the most common misconceptions about Alyssa's Law is that a panic button alone improves school safety. In reality, the mobile panic alert system is often just the first step.
The greatest value comes when it is integrated with the other communication and life safety technologies already protecting your campus. When systems work together, schools can communicate faster, reduce confusion, and coordinate a more effective emergency response.
For example, a mobile panic alert may automatically work alongside your existing:
When these technologies are connected, a single emergency activation can help notify administrators, communicate with staff, alert law enforcement, provide situational awareness, and support coordinated emergency response efforts across an entire campus.

That's why Renaissance Communication Systems begins with understanding your existing environment, not recommending a product.
Our experienced team evaluates your current school safety systems, identifies opportunities to strengthen communication, and develops a customized strategy that supports your district's emergency preparedness goals while maximizing your existing technology investments.
